Roger Wilmot

Consultant

Dr. Roger D. Wilmot has degrees in Earth Sciences from Cambridge University (BA) and Imperial College, London (PhD). He has over 20 years experience in providing a broad range of research, consultancy and management services to a range of clients, starting with site characterisation work for the four proposed UK shallow sites in the 1980s.

Roger developed a computer code for UKAEA to undertake radiological performance assessments of waste disposal and storage facilities, and assessments of the impact of radioactivity in the environment. He has also led a variety of waste management options appraisals for UKAEA Dounreay, including an evaluation of the transport of radioactive waste, as part of BPEO studies. He has also developed a database of requirements to establish or license a new radioactive waste disposal facility and has developed a site characterisation plan for a proposed LLW disposal facility. He has authored an ESC for the Pits facility at Dounreay.

He was responsible for development, implementation and trial application of an methodology for assessing the doses associated with landfill sites for Special Precautions Burial of LLW, and has extended and trialled this methodology for PA of on-site disposal of radioactive wastes at Magnox stations.

On behalf of HMIP/Environment Agency, he organised international seminars on “Validation,” “Risk Perception and Communication,” “Management of Safety Assessments” and “Use of the Expectation Value of Risk.” He has undertaken a project on the use of the expectation value of risk, and contributed to a technical and policy review of the HMIP radioactive waste research programme. He led the development and use of computer codes for incorporating long-term environmental change into safety assessments. He was part of the management team for our review on behalf of the Environment Agency of BNFL’s Drigg safety case. He had responsibility for the delivery of quality assurance audits, engineering reviews, and implementation of a database that contains the history of the Environment Agency’s review – the “Issues Database”.

Work by Roger outside the UK has included descriptions of climatic and geomorphological evolution in Finland for POSIVA, a leading role in the development of SKI’s regulatory strategy for consideration of future human actions in assessments, the conduct of risk assessments for the Swedish regulators, and involvement in a Near-Field Systems Analysis for the WIPP site in the US. Roger is chair of SSI’s OVERSITE international panel responsible for regulatory review of SKB’s risk assessments for radioactive waste disposal in Sweden. He was involved in the development of PASS© (Performance Assessment Support System), a communications tool to provide easy access to safety assessment information and the underlying supporting data, assumptions and decisions. He has also managed the development of an electronic database of regulatory compliance documentation for the WIPP, and developed a similar database for the UKAEA LLW management project.
